348 charsadjustments the Board “may, after holding those public hearings prescribed by Section 1803(g), set and adjust upward or downward the rent ceiling for all controlled rental units in general and/or for particular categories of controlled rental units deemed appropriate by the Board.” With respect to individual adjustments, section 1805(c) provides:
