The issue there was whether a public agency could file a court action for injunctive or declaratory relief when asked to disclose records under California’s Public Records Act (Gov. Code, § 6250 et seq.). The agency in question filed a declaratory relief action when a disappointed record seeker threatened action under Government Code section 6258, which provides: “ ‘Any person may institute proceedings for injunctive or declarative relief or writ of mandate in any court of competent jurisdiction to enforce his or her right to inspect or to receive a copy of any public record or class of public records under [the Act].’ ” (Filarsky v. Superior Court, supra,
