406 charsCalifornia has a long history of protecting those citizens who report violations of the criminal laws. “It is for the best interests of society that those who offend against the laws shall be promptly punished, and that any citizen who has good reason to believe that the law has been violated shall have the right to cause the arrest of the offender.” (Ball v.
