The court held that the ordinance was in direct conflict with Evidence Code section 500, and that a municipal ordinance could not qualify as a “law,” within the meaning of the proviso “Except as otherwise provided by law” stated at the beginning of that section. The opinion contained no mention whatever of Civil Code section 1942.5. But the court was plainly cognizant of the provisions of that section, having examined and construed it three years before in Barela v. Superior Court, supra,
