On December 15, 1995, the DHCR promulgated Operational Bulletin 95-2 in order to “clarify the procedures the [DHCR] will use to determine issues of exemption from rent regulation due to substantial rehabilitation” (NY St Div of Hous & Community Renewal Operational Bulletin 95-2 at 1).
