“in response to a continuing housing shortage as well as the need to regulate buildings previously omitted from rent control laws. The goal of the RSL was to encourage future housing construction by allowing owners to implement reasonable rent increases; to prevent the exaction of ‘unjust, unreasonable and oppressive rents’; and to ‘forestall profiteering, speculation and other disruptive practices’ ” (Roberts v Tishman Speyer Props., L.P., 62 AD3d 71, 76 [2009], affd 13 NY3d 270 [2009], *57 quoting Administrative Code of City of NY § 26-501).
