The goal of the RSL was to encourage future housing construction by allowing owners to implement reasonable rent increases; to prevent the exaction of ‘unjust, unreasonable and oppressive rents’; and to ‘forestall profiteering, speculation and other disruptive practices’ ” (Roberts v Tishman Speyer Props., L.P., 62 AD3d 71, 76 [2009], affd 13 NY3d 270 [2009], *57 quoting Administrative Code of City of NY § 26-501).
