487 chars[12] In assessing compliance with Option Two, we must, under the Clarification, focus on both the institution’s record of adding female participation opportunities and its current “plan of program expansion that is demonstrably responsive to the developing interests and abilities” of women. “History” and “continuing practice” thus constitute two separate inqui- ries. We conclude that the undisputed facts fall short of dem- onstrating UCD’s compliance with either facet of Option Two.
