504 charsHUD points out that this statute explicitly requires HUD to proceed by notice-and-comment rulemaking in specifying expedited grievance procedures and in establishing its' list of basic elements of due process, but does not mandate notice-and-comment rulemaking for HUD’s determination that a specific state’s procedures meet those due process requirements. From this fact, HUD would infer a congressional intent that rulemaking *448procedures are to be dispensed with in making the latter determinations.
