Because Plaintiffs must show a likelihood, not a mere possibility, of irreparable injury, see Winter, 129 S.Ct. at 374-75, and because Plaintiffs have made no such showing, the district court abused its dis*1163cretion by issuing an overbroad mandatory injunction that failed to “identif[y] and appl[y] the correct legal rule.” United States v. Hinkson, 585 F.3d 1247, 1263 (9th Cir.2009) (en banc). CONCLUSION
