392 charsAs noted supra, we review for abuse of discretion the district court’s conclusion that Plaintiffs established that “(1) they are likely to succeed on the merits; (2) *1159they are likely to suffer irreparable harm in the absence of preliminary relief; (3) the balance of equities tips in their favor; and (4) an injunction is in the public interest.” Cal. Pharmacists Ass’n, 596 F.3d at 1104.
