We must evaluate every element of the letter, however, in order to determine whether Gonzalez has satisfied the public concern requirement. See Connick, 461 U.S. at 149, 103 S.Ct. at 1691 (holding that one question in an employee's questionnaire constituted speech on a matter of public concern).
