Any citation issued pursuant to this article shall be served upon the owner by mailing
 the citation to the owner's last-known address by certified mail, return receipt requested,
 and by posting the citation in a visible manner on the subject property. A copy of
 the citation shall be filed with the town clerk, and any subsequent purchaser of the
 property shall be subject to such citation. The citation shall provide the owner with
