Failure to correct deficiencies: citation . If an owner of property has been served with a notice of violation(s) and order
 to correct and has failed to remove, correct, or abate the violation(s) within ten
 (10) calendar days after receiving a notice of violation and order to correct, as
 determined upon subsequent inspection, then the owner shall be presumed to be in violation
 of this article for every day thereafter until the owner submits appropriate evidence
 that the violations have been corrected. (1)
