finding that in 1994, the year the statute became effective, while the tenants had the duty to perform regular maintenance, the Park had the duty to maintain the storage sheds and carports and had not transferred this responsibility to the tenants. Substantial evidence supports the trial court’s findings of fact, and these findings support the trial court’s conclusions of law. See City of Tacoma v. State,
