519 charsThis case came before the Supreme Court on April 13, 1999, pursuant, to an order directing the parties to show cause why the issues raised in this appeal of the plaintiff, Richard Garganta, should not be summarily decided. After hearing the arguments of counsel for the defendant and from counsel specially authorized by the plaintiff to argue this case and after reviewing the memoranda of the parties, we are of the opinion that cause has not been shown. Therefore, we shall proceed to decide the appeal at this time.
