Islay argues its rental practices are unique because of the Santa Barbara area. If most of Islay’s tenants rent only for a month or less, there may be some justification for Islay to offer a carrot to induce a longer tenancy. On the other hand, if most tenants stay for longer periods, then this unique rental scheme may be a device to collect a security. We do not suggest that Islay should be punished for success, but the trial court should try to determine, if possible, whether Islay’s rental scheme changed transient tenants into long term tenants. *392
