It could be argued that the payment required by the Ordinance is “measured” by the landlord’s real property: the payment is a percentage of the security deposit; the deposit is ordinarily gauged by the initial monthly rent and, indeed, may not exceed twice that figure; and the initial rent in turn depends upon the property’s value in the rental market.
