328 charsUnder the MNOI formula (which is a return on investment standard), the landlord’s 1978 earnings are presumptively a “fair return” and the regulation is designed to maintain this fair return in subsequent years by allowing rents to be raised based on increased operating expenses and inflation. (See Baker v. City of Santa Monica
