320 charsOn May 23, 2018, the trial court issued its statement of decision on both of Ocean Avenue Owner's petitions. The court found the Board was "estopped from denying that the units are decontrolled units."10 The court found the Board had delayed over 21 years before asserting that Unit 211 was not exempt from rent control.
