Stephen Lewis, the Board's general counsel, sent a letter to a tenant in the 20th Street property advising that 20th Street Owner, after displacing tenants pursuant to a removal permit, had returned the property to the rental market and thus the property was "fully subject to the rent level and eviction protections afforded under ... Santa Monica's rent control law ...."
