In sum then tenants who are the victims of retaliatory conduct by their landlords have complementary rights of action both in the common law and under the statutory scheme adopted by the Legislature. (See Barela, supra, 30 Cal.3d at p. 251, 178 Cal. Rptr. 618, 636 P.2d 582; Glaser v. Meyers, supra, 137 Cal.App.3d at p. 776, 187 Cal. Rptr. 242.)
