(1)   Owners of buildings or building portfolios may apply for an Individual Compliance Schedule as an alternative to the CO2e emissions standard reduction schedule in Table 1. Individual Compliance Schedules must establish declining CO2e emissions standards in five-year increments; provided that such standards must: (a)   Decline on a linear or better basis; (b)   Reduce emissions 50% by 2030; (c)   Reduce emissions 100% by 2050;
