(a)   Within 21 days of the close of the hearing the Commission shall issue or deny a permit for the activities requested upon determining that the activities which are subject to the permit application, or the land and water uses which will result therefrom, are likely to have a significant individual or cumulative effect on the Resource Area Values protected by this Section. The Commission shall consider the extent to which the applicant intends to avoid, minimize and mitigate any impact from activities subject to permitting. The applicant shall, to the extent applicable as determined solely by the Commission, integrate climate resilience and adaptation considerations into their project.
