While its appeal was pending, HUD issued Handbook 4350.3, Occupancy Requirements of *103Subsidized Multifamily Housing Programs, which contained a model lease excluding the eight provisions that were specified in the district court’s order and that originally had been prohibited by HUD in its August 14, 1981, letter-directive.
