. The National Housing Act authorizes HUD to help private industry provide housing for low and moderate income families. Sections 221(d)(3) and (d)(5) permit HUD to issue insurance on construction mortgages with below-market interest rates for the construction of low-cost housing projects; § 236 authorizes HUD’s making interest-reduction payments directly to the owners of such projects. Additionally, tenants of assisted projects are eligible for rent subsidies from HUD pursuant to the Housing Act of 1937.
