Even in 1978 Congress recognized that the tenant-comment provision would potentially be applicable only to certain "major actions of an owner" (which it identified in the conference report accompanying the legislation) and that the Secretary would, in any event, retain ultimate discretion in deciding when to solicit tenant comments:
