More important, the legislative history of the amended version reveals that Congress intended to limit the procedures outlined in section 202(b)(1) to the owner requests enumerated therein. See H.R.Conf.Rep. No. 97-208, 97th Cong. 1st Sess. 700, reprinted in 1981 U.S.Code Cong. & Ad.News 396, 1059.15 Owner modification of lease provisions is not one of the requests so enumerated. Thus the statute does not require (and may well implicitly preclude) the tenant-comment procedure ordered by the district court.
