334 chars12 On December 9, 1980, the district court ruled that the eviction proceedings violated the notice provisions established by HUD regulations,6 and the court therefore issued a preliminary injunction against eviction of appellees and all tenants of section 221(d)(3) and section 236 housing projects in Allegheny County, Pennsylvania.7
