Plaintiffs claim that FHA’s refusal to give them'a hearing before acting upon *650the rent increases was contrary to their statutory and constitutional rights. On cross-motions for summary judgment, the District Court awarded summary judgment to defendants. We affirm. II. STATEMENT OF THE FACTS
