The special benefits provision, § 113 of the proposed Act, directed that persons who move “as the direct result of code enforcement activities undertaken in connection with an urban renewal project, or a program of voluntary rehabilitation of buildings or other improvements in accordance with an urban renewal plan” shall be deemed “displaced person [s].” Select Subcommittee Study 157.
