The district court’s order granting Conseco permanent possession of the manufactured home did not address the actions of the sheriffs department in conducting the sale, but only determined that the sale did not have the legal effect of extinguishing Conseco’s prior secured claim. Similarly, the district court’s declaration of error in failing to list Conseco as a secured party on the certificate of title did not affect any interest of the department of public safety because the issuance of a certificate of title after an involuntary transfer is not conclusive of the rights of the parties involved.
