1,687 chars' The tenant further contends that<the owner has failed to explain 1) the failure to register the apartment since 2007, 2) duplicate registrations for apartmen. and · • 3) registering the apartment as stabilized year after year, including 2013 which shows her name as tenant (of PAR Docket No . NP4l 0028RT apartment.), 4) illegally rais\ng the rent $ l ,405 .00 from 1996 to 2005 , 5) the suspicious rent of $2,005.00 per month in 200~ and 2006, just $5.00 over the deregulation threshold, 6) lowering the rent to $1,650.00 per month when she signed her first lease in 2009, claiming such rent as a favor to the tenant, 7) keeping the rent under $1,925.00 per month during her entire tenancy while claiming the apartment to be a free market apartment, and 8) raising her rent 30% with an illegal two-week notice in 2022; that this long list of violations and willful misconduct indicates a lack of clarity and consistency in the apartment's regulatory status and raises serious questions warranting a full agency review; that there have been many attempts by the owner to scramble the record, which collectively show owner fraud; that the tenant has paid the usual $1,925 per month while the owner has charged her an additional $575.00 per month since August of 2022; that this is a 30% increase which became illegal in 2024 with the Good Cause Eviction Law; that her latest bill from the owner was over $25,125.00 with no breakdown of costs; that the owner claims that this amount is due if the apartment is found to be not stabilized; that this is an attempt to intimidate the tenant into dropping the instant proceeding; and that she has always paid according to the signed leases.
