939 charsThe RA found that the base date for this proceeding is June 14, 2015; that the base date rent was $1,485.12 per month; that the owner failed to provide a ·1ease and/or rent ledger in effect on the base date, so the initial rent was computed using the default procedure; that the initial stabilized rent was the last registered rent paid by the prior tenant using default method number three; that the rent was calculated up to September 14, 2024, the last rental payment submitted by the tenant; that the legal regulated rent and collectible rent was frozen at $1,485.12 per month based on use of the default formula; that there was a rent overcharge of $3,976.03, plus excess security deposit of $214.88, plus $7,952.06 in treble damages for a total penalty of $12,142.97; that the tenant was in arrears for $9,505.84 which was shown as a refund against the penalties; and that the resulting total amount owed to the tenant was $2,637.13.
