440 charsSycamore has moved for summary judgment while the Board has moved simply for an order affirming its decision. I treat Sycamore’s motion as, in effect, a motion to vacate the Board’s order for summary judgment procedures and concepts have little, if any, direct applicability to judicial review of administrative decisions. See generally Olde Towne Liquor Store, Inc. v. Alcoholic Beverages Control Commission, 372 Mass. 152, 153 n.2 (1977).
