491 charsThe . . . provisions of the Enabling Act, when read together with judicial decisions in the field of landlord-tenant law, are sufficient to authorize the Board in a proceeding for the issuance of a certificate of eviction, to determine the amount of an abatement due to violations of the State Sanitary Code. If such violations are so substantial as to constitute breaches of the warranty of habitability, then the rent abatement begins when notice of the violation is given to the landlord.
