377 charsOn its face, the regulation gave the Board the power to order abatement of rents during the entire period that the violation existed. For the reasons set out above, the Board’s application of that regulation so as to order an abatement during a period before either the landlord or the tenant knew of the violation is not arbitrary, capricious or otherwise impermissible.
