483 charsSycamore’s final contention is somewhat more difficult. That contention, implicitly made, is that the Board had no authority to abate rent all the way back to March of 1991 when it is undisputed that no one knew that lead paint was present on the premises and where the record is barren of any suggestion that the presence of lead paint had any deleterious impact on anybody. While Sycamore’s argument has some appeal, I am persuaded that the Board’s position is nonetheless correct.
