*386 In summary, we conclude that when, as here, a rent control board's adjudication of excess rent meets the substantive-limitations requirement imposed by our judicial powers clause, the Constitution's jury trial provision does not operate to preclude administrative adjudication. We do not adopt plaintiff interveners' suggested test incorporating the high court's "public rights" doctrine. We observe, however, that even under that approach, plaintiff was not entitled to a jury trial under article I, section 16 of the California Constitution. III. Disposition
