Having reached this conclusion we need not address plaintiff’s assertion that Grossblatt v. Wright (1951) 108 Cal.App.2d 475 [239 P.2d 19], precludes the award of treble damages in this case. We note, however, that Grossblatt concerned judicial, not administrative, adjudication, and thus is not on point. (See post, fn. 50.)
