476 charsAppellants claim that others similarly situated have received the benefit of the relocation provision of the DDA Act. They charge that the DDA’s failure to comply with its directive in this case has deprived them of equal protection of the laws. The district court did not address this equal protection claim separately but denied that appellants stated any § 1983 claim because § 1983 provides a cause of action only against a violation of rights secured by the Constitution.
