"We recognize the liberty and property right that every owner of a mobile home and every owner or operator of a mobile home park possesses to use his *854 property in his own way and for his own purposes subject only to the restraint necessary to secure the public welfare. However, we find that Section 83.271, Florida Statutes, constitutes a reasonable and necessary regulation of that right in view of the peculiar nature and problems presented by mobile homes." Id.
