property manager, or a person acting on behalf
of the owner under a “power of attorney” must have an attorney sign the
complaint, because these persons or entities must always be represented in court
by an attorney.2 The only exception is a non-profit public housing corporation
proceeding under AS 09.45.158, which may appear without an attorney.
