443 charsThe following facts and procedural history are relevant to the defendant’s appeal. On or about September 1, 2003, the plaintiff and the defendant entered into an oral month-to-month lease for the premises of 8 Community Street in East Hartford. The lease fell under the federal section eight rent subsidy program administered by the federal Department of Housing and Urban Development pursuant to the National Housing Act as amended in 1974. 4
