The placement of § 47a-20 among the provisions of the Landlord Tenant Act addressing the rights and responsibilities of landlords indicates that the provision sought only to limit landlords’ rights. Similarly, the title of the provision, “Retaliatory Action by Landlord Prohibited,” strongly evidences that the legislature intended § 47a-20 to act only as a limit to a landlord’s rights of summary process and rent collection.
