(b) Limitation on Total Number of non-owner occupied mainland
Short Term Rentals. For calendar year 2025, no more than 400 non-
owner occupied mainland short term rental units shall be
registered. Beginning in calendar year 2026 and for each year
thereafter, non-owner occupied mainland short term rental units
shall be limited to no more than 1.5% of the total number of
registered long-term rental units in the prior year. This limit
shall be set annually on September 1 beginning in 2025.
Notwithstanding the 1.5% limit set forth above, all registrants of
non-owner occupied mainland short term rental units that are
validly registered as of December 31, 2025 will be permitted to
continue to register those units in 2026 and subsequent years,
subject to the terms of this Article, even if the number of such
units exceeds the 1.5% limit. Mainland accessory dwelling units 6-44
