[4] Ndoro executed a housing assistance payment (HAP) contract with Community Teamwork, Inc. (CTI), a nonprofit organization that administers Torres's section 8 subsidy.  As a condition of receiving housing assistance payments from CTI, Ndoro agreed to maintain the premises in compliance with the housing quality standards of the United States Department of Housing and Urban Development (HUD) and the inspection requirements of the Massachusetts Department of Housing and Community Development (DHCD).  For an overview of the section 8 housing choice voucher program, see Wojcik v.
