It is clear that the 1984 law expressly authorizes the Board to collect registration fees as a source of its financing and to impose penalties for nonpayment (§ 1803, subds. (f)(2), (f)(6), (f)(15) and (n)). The remaining issue is whether the Regulations in question are reasonably necessary to the 1984 law’s purpose.
