Failure of a customer making a shared meter complaint to provide access to a dwelling controlled by the customer or to cooperate with any reasonable request made by the investigating utility shall cause the utility to suspend the investigation and to notify in writing the customer and the owner that the investigation is suspended, specifying the customer's action that such utility understood to be a failure to cooperate.
