Where, after a hearing, the Board finds there are repeated and/or flagrant violations of this chapter, the Board shall recommend to the City Council or to the Cambridge Housing Authority that the public interest can best be served by taking the unit(s) by power of eminent domain in order to restore the unit(s) to serve as housing for people with low and moderate incomes.
