381 charsThe district court granted summary judgment to Tenants on the ground that although the HUD regulation and LARSO actually conflict, HUD’s regulation exceeded the federal agency’s statutory authority. Because we hold there is no actual conflict between LARSO and the HUD regulation, we do not reach the question of whether promulgation of the regulation was within HUD’s authority. 9
